Why the shaved heads?

Fashion (1919 - the old aristocratic ways were still strong), custom, or outbreak of something?

I have no idea. My guess is "fashion," or custom, because it's easier to care for a shaved head.

Very possible.

If you look at paintings by people like Frederic Remington, the image peddled by the post-American movie types where everybody in the West had hair to their shoulders is nonsense.

Hair was cut short to keep down the bugs.
